Absolutely it is. It is what is used actually to distribute money through various secret and confidential means.
The downloads and the IP to IP servers are processes of money distribution that bypass the current SWIFT, CIPS and the current traditional banking systems to allow for private and secret bilateral money transfers between two banks to take place by using secret codes to allow the transfer.
