GGMF Protocol – Processing of Invitations to discuss Application for Country Membership

Given the interest globally regarding GGMF, below are the procedures to be followed by each prospective Country Member, as follows:-

  1. Under the Articles of Agreement in terms of Article VI Section 6.01 (a) the Fund shall only deal with the Minister or Director General of the Country Member’s Treasury Department;
  2. The Minister and/or Director General shall be responsible for ensuring that they have a full and thorough understanding of the Articles of Agreement and both the benefits (summarized & detailed) and obligations of membership;
  3. The Minister and/or Director General shall also be responsible for briefing the Cabinet and/or President/Prime Minister and once internal consensus has been reached to apply for membership of the Fund, they can either (a) submit an Application for Membership directly to the Fund or (b) they can schedule a State Visit by GGMF to the Country to conclude the Application for Membership;
  4. GGMF will be sending a personal letter to every Head of State regarding an invitation to join the Fund;
  5. GGMF requires that there be full transparency with every Application for Membership and GGMF will not pay any fees to any party for facilitating the review of the GGMF proposition, or submission of any Application for Membership;
  6. Should GGMF communicate with the Country Member, all communications sent via GGMF will be addressed to the Head of State, with a copy to the Minister and/or Director General of Treasury; and,
  7. Finally, GGMF does not require any financial incentive from the Country Member, to consider, process or accept any Membership Application, except that the Country Member abide by the obligations under the Articles of Agreement, which it accepts as part of its Application for Membership.
