How will the expenditure on major projects be approved and monitored?

The expenditure on major projects has to follow the below approval and monitoring process:

  1. Firstly, all major projects have to be processed by either the Country Member’s State Tender Board (or equivalent as the case may be) or the Special Purpose Funds Tender Board (“SPF Tender Board”).
  2. Secondly, the outcome or decision of the two Tender Boards is subject to review and approval, by the independent Program Managers appointed by GGMF, to ensure that the:
    • Project is aligned with the Country Member’s Strategic Long Term Plan; and,
    • Primary contractor is both technically and financially capable and has sufficient experience and track record to deliver the project.
  3. Thirdly, the independent Program Managers will assist the Project Managers and the Auditor General, as required, to ensure that all key deliverables are achieved on target and in accordance with the approved timeline.
  4. All reports of the independent Program Managers will be published and open for public inspection unless it is agreed that the project falls within the scope or ambit of national security as agreed between the GGMF Ambassador and the Country Member’s authorised representative (“Officer”).
